9e86c6c4e1 Add minimal GitHub Issue Forms (bug, request, docs/inquiry)
Structured issue templates that turn the README's 'Open an issue' entry
into guided forms with required fields for vendor, location, and details.

Files:
- .github/ISSUE_TEMPLATE/bug_report.yml (Bug Report)
- .github/ISSUE_TEMPLATE/request.yml  (Feature Request)
- .github/ISSUE_TEMPLATE/config.yml  (Docs / Typo / Inquiry)

Validation: PyYAML loads each file; body is a non-empty list of valid
form element types (input, textarea, dropdown); top-level keys
(name, description, body) are present in each template.
